Communities suffer as foreclosure rate rises

- In the 80's as a Mortgage Underwriter, we offered adjustable loans, families couldn't qualify on a fix rate of 10%. The starting rate of 7.50% create affordability. However, there were safety measures in place such as a .75 payment cap, a minimum and maximum interest rate and payment.
